Building and Grounds Committee – Next Meeting July 10, 2003
a. Update
on Flood Control Study
In your packet is a letter from Craig Carrington, Army Corp of Engineers.
The crux of the letter is that they believe that Chilhowie qualifies for
a full feasibility study and will develop a cost estimate for the study. No cost
will be incurred unless the Town’s accepts the proposal.
We should have that estimate in the next 90 days.

b. Update
on H.L. Bonham Regional Development and
Michael Osborne was delayed in getting his new establishment started in
Glade. He currently expects to be
out of the upstairs by July 15th and out of the entire house by July
30th. Due to scheduling
conflicts we have not conducted the interviews for architectural services but
hope to do that the week of July 21st. We have submitted another
grant application for additional funds for the renovation process and should
hear something in October.

Crew
Due to administrative difficulties at the jail, we have been unable to
get a full compliment of inmate workers for most of the last 30 days.
We hope those difficulties are fixed and start receiving a full inmate
work crew soon.

Food Pantry
The Food Pantry continues to provide a valuable service
for the needy in the Chilhowie area. In
an effort to stretch their resources, they have instituted a policy requiring
the participants to be residents of the Chilhowie area. The B&G Committee
still needs to meet with the Fire Dept B&G Committee to discuss the future
of the building.

Water
and Sewer Committee Updates – Next Meeting September 11, 2003
a.
Update on Water Zoning Project
and Leak Detection.
We continue to address leak detection in our system.
We have had several high profile leaks in our system in the last thirty
days, specifically the leak at Exit 35 and the Rt 600 gasket problem on July 4th.
Our accountability was 43.80% for the month of June.
In general, we have cut our water losses in the outlying system by
approximately 60% since January. However,
we have only cut our water loss rate in town, which includes Seven Mile Ford, by
less than 20%. It is because of this
that we will try to advertise the Seven Mile Ford Zone Meter late this month.

Consideration of RFP for
Engineer/Architect services
Because the same three candidates for the Bonham Project
are the candidates for Engineering Services, we will interview for both at the
same time, with the understanding that we are doing that as a matter of
convenience and efficiency, and that although the same candidate might receive
both contracts, they are separate contracts.

The concrete pads for the stadium seating have been
completed and the materials in on site, ready for Jono Pierce and other
volunteers to construct them. The metal roofing on the dugouts has been
replaced.

Apple Festival
The 51st annual Chilhowie Apple Festival will
be held as usual the last week of September.
The Kickoff Celebration will be held on September 20th
from
The Apple Festival Committee administered the Town’s
Fourth of July Celebration last week and it was successful.
The Apple Festival Committee has committed to expanding their community
volunteerism to include conducting the Fourth of July Celebration and a large
summer festival to be held the first week of June each year.

Update
on Revised Personnel Policies
Marlene and I have been reviewing and compiling the new
personnel policy manual. It will be a blending of our current personnel policy
manual and VML’s suggested policy guidelines. Included in this manual will be
the employee pay scale and job descriptions Council requested we develop last
month. I expect to meet with the Personnel Committee in early fall and have it
legally reviewed and ratified by late fall.

Review
Zoning Board of Appeals
Council will need to consider two recommendations to the
Circuit Court for appointments or reappointments to the Zoning Board of Appeals.
In you packet are the current members and the expiration dates for their
terms. French Sturgill and Ernest
Phillips terms expired on June 30th.
Please think about potential candidates over the next month.
